  1. Project Description The Rural Livelihood’s Adaptation to Climate Change in the Horn of Africa – Phase II (RLACC II) is a program funded by the African Development Bank that covers Somalia. In Somalia, the project targets Puntland, Somaliland, Galmudug and Hirshabelle. The criteria for the site selection was their position as transhumance corridors, increasing the net effect on the socio-economic benefits not only to target communities but to the surrounding communities as well.

 

The focus of the project is to improve the resilience of pastoral and agro-pastoral communities to climate change in the Horn of Africa (HoA) through: (i) introducing of adaptation strategies to reduce the negative impacts of climate change and strengthen the capacity of pastoral/agro-pastoral households to cope with climatic hazards, (ii) enhancing the capacity of communities to not only absorb shocks, but to also effectively adapt their livelihoods to harsher climatic conditions, (iii) helping pastoral and agro-pastoral households manage drought risks, (iv) supporting community-led initiatives to protect, conserve and restore natural resources in a sustainable and climate-resilient manner, (v) strengthening the participation of pastoral communities in planning and implementing activities pertaining to their development.

 

  1. Project Expected Outcomes RLACC II intends to address some of the pressing issues affecting in the Horn of Africa with regard to climate change which has adverse impact in rural livelihoods and pastoral communities, particularly in Somalia. Firstly, it aims to reduce the negative impact of climate change through building coping mechanism and strengthening resilience of the target communities. Secondly, the project will build the capacity of communities to withstand the harsher conditions of climate variations by enhancing adaptation and livelihood diversification. Thirdly, support pastoral and agro-pastoral communities overcome the risks involved in drought. Fourthly, support community-led initiatives towards protection, conservation and restoration of natural resources in line with sustainability principles noted in the National Adaptation Program of Action (NAPA). Fifthly, ensure participation of pastoral and agro-pastoral communities in the planning and implementation of activities to advance their development aspirations.

The expected project outcomes include (i) Climate change-related adaptation measures integrated into development plans of targeted local communities (ii) Adaptation practices developed and implemented to respond to specific climate-change induced stress in the livestock sector in ASALs ecosystems (iii) Vulnerability to climate hazards reduced for targeted pastoral and agro-pastoral communities
